In this connection Your Petitioner would remark that he was unable to call Mr. Pulford as a witness at the said Inquiry, owing to the fact that Mr. Pulford was then absent from the Colony.
Your Petitioner would respectfully urge that with regard to charge (b) made against Your Petitioner, Your Petitioner's Answer constitutes a full explanation in regard to the non-payment of the sum alluded to in the charge in question.
Your Petitioner would respectfully submit that with regard to all the charges and especially with regard to the charges (c), (d), and (e) made against Your Petitioner, the letters of the Master Mariners hereunto annexed and marked "D" coupled with the Petition from the Master Mariners hereunto annexed and marked "E" should outweigh the evidence given in support of the charges in question, especially having regard to the vague nature of such charges.
Your Petitioner would respectfully call Your Lordship's attention to the Copy of Your Petitioner's Testimonials which has been officially certified by the Portuguese Consul General for Hong Kong and which is hereunto annexed and is marked "F".
Your Petitioner would further respectfully urge for Your Lordship's consideration that the length of Your Petitioner's tenure of his late office and the long duration of Your Petitioner's services under the Government of Hong Kong (supported as they are by the unanimous opinion of the Master Mariners to the effect that Your Petitioner has not been guilty of the charges alleged against him) should be accepted.
